A week is normal. Three weeks happens, usually because the pet has gone into a queue at a facility that runs to a schedule rather than to your week. The thing worth asking is not how long it takes on average, but what date you are being given and who calls you if that date moves.

Ask what identifies your pet at every step and whether you can see that record. A provider running individual cremation should be able to describe a numbered tag that stays with your pet from collection to return, and tell you who checks it. If the answer is about compassion rather than process, ask again.
